Biography

David W. Horne is a Chartered Civil and Mining Engineer and Chartered Environmentalist with extensive experience across civil engineering, surface mining and landfill reclamation projects worldwide. He specialises in explosives engineering and has acted as expert witness in international arbitration with successful outcomes.

His career spans senior leadership roles including HKA Global, White & Case LLP and Qatar Building Company — managing infrastructure projects worth hundreds of millions including metro stations, naval bases and sustainability-focused sewer systems. As Managing Director of GeoRec Environmental he led landfill remediation and brownfield site development including the Normandy Landfill Treatment Contract in Beirut, acting as prime witness of fact in two successful international arbitrations.
